GOVERNMENT STRENGTHENS OVERSIGHT OF CSR IMPLEMENTATION IN THE MINING SECTOR

The Government has reaffirmed its commitment to strengthening the supervision of Corporate Social Responsibility (CSR) implementation in the mining sector following the establishment of a dedicated legal framework through the 2023 CSR Regulations and its amendments in 2025 aimed at enhancing transparency, accountability and stakeholder collaboration.


Opening a technical working session involving experts from the Ministry of Minerals, the Mining Commission and the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) held in Dodoma today, Mining Commission Commissioner, Dr Theresia Numbi, said the regulations were specifically introduced to address recurring disputes between local government authorities and mineral rights holders regarding the execution of CSR projects.


Dr Numbi noted that although notable progress has been achieved between 2018 and 2025, several challenges continue to affect effective implementation of the regulations. These include high community expectations compared to miners’ operational capacity, limited understanding of the regulations among some licence holders, and occasional conflicts involving stakeholders such as political leaders and local government officials.


She emphasised the need to establish a national multi-stakeholder platform that will bring together all key actors to review achievements, discuss challenges and develop practical strategies for improving CSR implementation across the country.


“The proposed forum will convene mineral licence holders, LGA officials, CSR Champions, Resident Mines Officers, as well as representatives from PMO-RALG and the Ministry of Finance,” she said.


Dr Numbi further stressed that minerals are non-renewable resources, underscoring the importance of effective CSR management to ensure communities  receive tangible social and economic benefits.


“If government institutions do not coordinate effectively in supervising CSR projects, communities will not fully benefit and the nation risks losing valuable development opportunities,” she added.


Speaking at the meeting, Alfao Sanga, representing the Director of Local Government Authorities at the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), said the introduction of CSR regulations and guidelines has significantly improved coordination of development projects within local government councils nationwide.


He revealed that during the 2025/2026 financial year, up to February 2026, CSR projects valued at more than Sh28 billion had been implemented across various sectors, with the mining sector alone contributing approximately Sh19.7 billion.


According to Mr Sanga, the achievements demonstrate the mining sector’s growing contribution to community development and the welfare of citizens living in areas surrounding mining activities.
